This is useless... using the same article on more than 1 site would only create a duplicate "backlink" to your website. In most cases your article won't be indexed by google or if it get indexed, it would be voted as a DUPLICATE page... at least you should spin it...

*** But the best tip would be to write an unique article for each article directory! It will take you some time, but this will surely increase your traffic and will help you get a better SERP

How many competitors are successful in that way? Did you know that they use other ways to get strong rankings?
It did not prove that submitting a single article to multiple directories would be beneficial.

For recovery, it's better for such 'introspection", and unload your website. If your site was hit by a penguin, make sure you look for what causes it so that your website could be on the list.
Many changes in the assessment, as well as factors leading to rise or fall in rank.
Once you got the things that lead your site get hit by penguin, you can focus on the recovery for it.

Yes I think that will take your site in the risk.
After you submit it into a different directory with the content, it's no longer can be regarded as unique and quality content. And provide low link to your website will be put at the risk.
