Penalized domain content to new domain?

I have one domain that google penalized...

Now, if I want to get new domain and move the content from my penalized domain, what is the best way to do it?

I mean, how do I avoid duplicate content penalty in the process?

    Just to clarify, by penalized you mean that you lost all the rankings as a result of Panda/Penguin/Whatever? And it is probably not worth it trying to bring it back?
    If so here's what I did. I simply removed all the content off the website except the front page and waited for everything to fall off the Google index. It took about three weeks. Then I registered a new domain, ran the old content through Copyscape to make sure it is not floating around anywhere on the web, plus on top of that I went into every piece of content and made some edits, in some cases quite substantial (probably not really necessary, just something I wanted to do). Then I posted everything on the new site.
    And it wasn't a huge site, about 25 pages of content.

    You can stop google bot to reading your Old (penalized) website and can transfer the content on the new one, Google will think that the website dose not exist longer and then u are free to use your content on other website .
