and what would be the best way to write title tags?

    For me, its definitely keyword stuffing. Being a user, this annoys me and I will probably run away from a website which is screaming for attention.
    If I were a crawler, I would probably penalize your website for over optimization.

    If its a title tag I have to always use LSI because blogger has some sort of fail-saftey where the keyword shown in the title will lead to cannibalization.

    Just use some LSI or leave out the word taxi.

    I see alot of sites do this but I consider it keyword stuffing and will eventually come back to bite you. Usually if you have to ask if it is against TOS, then it probably is.

    Yes. I would consider that title tag stuffing...

    Why not create different pages for those keywords beyond the first 2 or 3? Your homepage is likely not going to rank for all those permutations. I'd pick the top 1-2 as your core homepage keywords and then create multiple separate pages for the other cities.

    Remember to think from the users perspective. Are you going to click on a link with that title tag or something like:

    Book a Gwinnett Taxi Now: 555-555-5555

    Yes it is keyword stuffing, you have a lot of keywords there. You will not be able to include all of those keywords in your title tag without keyword stuffing or using more than the recommend amount of characters. I would choose a few main keywords and create a title tag with those. I would then maybe make separate pages for the other keywords (as mentioned above)
