Local SEO - how to do it?

I lately started diving into Local SEO and it seemed easy to do, but now Google updated to the Google+ Local thingy and I disappeared from the first place.

I tried everything;

Adding new reviews (more than my competitors have, they have all zero), I have 16 at the moment.

Added a lot of video's and content to my Google+ Local page.

Added citations from external sources.

Still I am not in the first 10 pages on a relatively easy local keyword.

So do you have any tips or tricks that I can implement to rank?

Or better, is there an updated course that will teach my how to do it effectively?

Thanks for your input guys, I appreciate it.

Where are you getting your citations from?

I don't find reviews to be that big of a deal in rankings. Especially if you are just adding fake reviews.

If you used to be #1 and now your not in the top 1000 you definitely got penalized.

It's probably not a manual penalty because you didn't get a letter, but it might be. You need to get rid of any type of unnatural links, and start building consistent backlinks now.

Every ranking drop is not a penalty. There are a ton of factors that can cause a drop in rankings. There could be hosting problems causing the site to go down often. There could be crawl errors. Maybe significant duplicate content. You cannot just blame every ranking drop on penalties without a lot more information.

The OP said that he was not in the top 10...
      10 times 10 is 100

@Goath is your name-address-phone number consistent across all the mentions of your business?
Also, could it be that you're "overoptimizing" your local G+ listing in the eyes of Google?
Like, too many reviews over a short period of time, what do you think?

Anyhow, getting more citations never hurts.

Goath, this is a good strategy. Some are still studying how to use Google plus local and soon, when they are already set up their company profile as how it supposed to be they will also enjoy the prosperity that Google offer to us business owners and local marketers.
