Global vs local searches for 100% USA

I thought I knew the difference between global vs local but I have found some keywords that have a much higher global search than local search, the part that I don't understand is when I click on google insights and I look at regional interest 100% is the USA. I am searching from the USA so why the difference between local and global. Does local in this case mean my area of the USA?

    Local means your country, and global means the entire world. The amount of searches depends on the keyword. For instance, tanning salon los angeles may get several local searches but little or no global, while something like cheap car hire gets thousands of searches globally but less than a thousand in the U.S. (locally).
