SEO/IM consultant, a good idea?

Is it a good idea to hire a seo consultant for some on and off page factors, I´m currently using seowp plugin for on page factors and other plugins.
What I need is someone to build whitehat links, but also help me with my overall strategy and help me get really going. I´ve had several IM coaches but my results and feeling is that they are not serious and not really want to help me, just cash in on my check.
The seo services I´ve seen here seems to primarily deals with one kind of links, this can´t really be a good idea, can it?
Can you hire seo consultants that just not build links but helping you making sure other factors are also in check so that the traffic will increase, someone who will actually care and working together with me to help my site succeed, can I find such a person?
