Does PageRank affects DERP ?

I am little confused over here. I have read both the things on the internet some say that PageRank does affect SERP while other say that they don't. Can some one help me out? Reference and proves are highly appreciated.

    Sure, PageRank affects your ability to rank. There are other factors that come into play, such as relevancy.

    Let's say you are trying to rank for "SiteFlow".

    Right now your website, BoldFormula.com, is a PageRank 0. This means your website is going to have a hard time ranking for anything.

    So, what do you do about that? Get backlinks to your website.

    I want to get backlinks from pages that are relevant (in this case SEO) and have high PageRank. Let's say I get a homepage backlink from Warrior Forum. Warrior Forum's homepage PageRank is 5, which is very good. I use the anchor text "SiteFlow" because that will help me rank for the term in Google.

    Because of this link, my homepage, BoldFormula.com now is a PageRank 2. I now rank #1 for SiteFlow.

    I rank because my homepage is about SiteFlow, i'm a PR 2, and I have high-quality relevant backlinks to my site with the anchor text "SiteFlow".

    Thats what I thought It should be I wanted to rank good for Im feeling lucky tricks the website on number one has a PR of 3 and I have 0. But a friend of mine said The PR does not affect SERP and then there is this article, take a look at it

    Page Rank and SERP are 2 differents things

      It does affect the SERPs, but it's one of many factors, like anchor text and backlink page relevancy.
