Is it true that article submission has no more effect?

Hi,
I've read on some blogs that article submission to article directories and web 2.0 websites has no more effect on ranking on google. Does it mean that doing it is a waste of time?

    Wherever you read that, they are wrong. EVERY link still has a part in SEO. After all, Offsite SEO is all about link building.

    They work but throw a bunch of variety in addition to those links. Don't just blast your sites with Web 2.0 properties and hope you can get by.
