How to use keyword for state and cities?

Dear Warriors
I want to build an authority website for one major keyword in the state Florida but however I’m a little bit stuck at the use of keyword(s) phrases for my topic
Let’s say the main niche for my website is Florida dog shows.
And for the sub niches I’d like to target the ten biggest cities in florida based on population and for every city I’d like to target 5 keyword phrases.
Example
Miami dog shows
Miami big dog shows
Miami puppy dog shows
Miami border collie dog shows
Miami huski dog shows
In the niche I am targeting the keyword phrases do have a low search volume (some of them below 500 a month) however their seo competition is not that high. The highest pr rank in google when searching without quotes is 4 and for at least one key phrase the pr is only 2 for the number one spot.
So the next city is Jacksonville
Variation a
Jacksonville dog shows
Jacksonville big dog shows
Jacksonville puppy dog shows
Jacksonville border collie dog shows
Jacksonville huski dog shows
Or is better to put some variation in the title and target keywords like

From a seo point of view is better to use variation a or b supposed that the keyword phrases for Miami will be untouched keep in mind that it is my goal to target ten cities in the state of florida I want to build an authority site with lots of good information
From an adsense point of view targeting Jacksonville puppy dog shows or puppy dog shows in Jacksonville will have an affect on my EPC, isn’t it.
So if I’m correct google loves original content so therefore I’m planning to use Iwriter and hire someone from there to write content for me. Of course if I instruct someone to target the keyphrases Big dog shows in Jacksonville and Big dog shows in Miami and Big dog shows in Florida it’s almost impossible to have real 100% unique content would 75% a good match.
My goal for now is to hire someone to write ten articles put it on the site do on page and off page seo put adsense on it and see how it’s doing before I target the other cities.
