When is enough, enough?

All right SEO gurus, interesting question here that I think all of us can benefit from learning more about.
When linkbuilding for a certain keyword or phrase that you want to rank for, when is enough, enough?
Example:
You want to target a certain keyword phrase that unknown to you, will take between 15 to 20 high quality links to rank competitively for. So you get those links relatively quickly but you see no movement in your SERP position within a short period of time, so impatiently, you go out and acquire a bunch more. Now that extra bunch of links is totally unnecessary when discussing the keyword that you want to rank for, so all you are actually doing is overoptimising for that keyword or phrase and risking a slap from you know who...
So: when building links for a keyword or phrase, how do you judge when you have done enough, taking into account that no matter how fast you acquire links sometimes it can take months to see results?

    How do you expect to jump over the bar if you don't know how high it is?

    Of course, you should analyze your competitors first!

    See how many websites are ranking for the keyword you're targeting;

    analyze your competitors' backlinks (not just the sheer number of them, but where they come from, what anchor texts are used);

    analyze how your competitor uses keywords on their webpages (again, not only in page copy, but also in page titles, anchor texts, etc.);

    see if they are doing social media, especially if they're active on Google +.

    When is enough, enough?
    When utility has been achieved.

    If your link building is SEO compliant and you built more links than necessary to secure the first position because the effect was not fast, you won't suffer any harm rather you are building a double layer brick against your close competitor.
