Selling Leads to complement Adsense - Pat Flynn

I was taking a break and read Taking Action and Building the Ultimate Resource – Phase One. Here, Pat Flynn is attempting to add an additional revenue stream for his site, securityguardtrainninghq.com, via leads generation. He wants to sell leads to security guard schools etc in exchange for commission.

This has been a latent idea of mine for my site. I have not act on it because there are several unresolved issues that I think you can give me good suggestions on:

How should I structure my commission?
  • If in the geographical region I operate in, it is more common to pay per acquisition instead of pay per lead, how do I structure my commission?
  • What if the transactions are usually made in cash and on-site at vendors?
If I were to structure it with pay per acquisition, how do I eliminate cheating by the vendor (by under-reporting sales)?

For me, I definitely wouldn't do pay per acquisition because they will lie. Pay per lead is simplest. It makes the client nervous at first so I sent them free leads for a bit to get their confidence up (telling them beforehand what I wanted per lead in the end) then started charging.

Thanks. Have you tried this for lower priced items e.g. $20? Does it work well?

Or does this pay per lead method work only for items that are > $100.
