Can Link-Locking Hurt SEO Rankings?

I'm aware that Google can pick up on content-locked pages by sniffing up the javascript in the page, and penalize your rankings because of it.

But can it penalize you for link locking?

For those of you unfamiliar with link-locking, it's simply a link (similar to a bit.ly shortened url) that when clicked on prompts the visitor to complete a survey/offer before being given access to the file/download/page they're looking for.

I'm asking because I'm debating whether or not to directly provide the link locker on my primary blog with all the SEO work, or link to a throwaway Blogger/.Wordpress blog, and have the link locker on there.

Again, there's no script. Just a bit.ly style short link.
