I don't see any kind of change actually. If you care about quality then its totally OK to do those all the things that you were doing previously. But remember that don't overdo anything.

  You know what's even more funny, I get people contacting me with sites that have thousands of backlinks and that got hit by the penguin update, obvious poor anchor optimization as well. Then they start to complain to me that there are too few links in my packages cause they want another set of 1000's of links to increase their anchor diversity.

Creating quality contextual backlinks is something you should be engaging in. Make sure you keep your keyword density at or below 5%. Don't stuff keywords. Make sure the content surrounding your keywords are relevant to those keywords.

Google will love you.

Nowadays I stick to only Guest Posting and Paid Directories, they work although they are very expensive but very easy to do them to the point that I don't have to hire SEO people and link builders.

  How does one get quality backlinks from a forum? I never understood this approach. I thought links in forum signatures are useless in acquiring higher rankings? Maybe I'm misunderstanding. Insight please.

It all boils down to quality content..With that said guest blogging is currently the best way to go about it.

Look for guest posting opportunities on authority blogs with good rankings and social activity. We all know that search engines nowadays factor in the social activity of a blog in addition to the traditional out bound links, etc. Guest posting on top blogs in your niche using varied keyword anchor texts will bear good results.

I would do this - Write a quality content and that share on social network as much as you can.

I think Google loves it more after algorithm updates and will love more in the future.
