Asking For Youtube Clicks

HI everybody!

I noticed one of my subscriptions is breaking Youtube's policy on asking for clicks. This young fella asks for clicks at the end of every video. The guy gets about 5000 views for each video and the views come pretty quickly within the week.

How do can someone get away with this? He's the only person who I've seen do this and get away with it.
