Any issue with buying a domain that was previously registered?

I'd like to register an EMD (exact match domain) with the .org extension, but when I checked for domain names it showed the .org is available, but was previously registered.

Is there anything to worry about with domains that were previously registered? Could the domain be blacklisted or had some penalty against previously that could also carry over if I register it? Any websites to check this info?

It can have some penalties. Check is it indexed in google and in archive.org (make sure there is the same domain!).

If there is new owner (new whois data) Google can take off penalties.

I never had any problems with previously registered domains. I don't think that's a problem.

I haven't ever had a problem, if you're buying an expiring domain that is usually where you'll find some problems.

But websites that haven't been live in a while pretty much get a fresh start

It's extremely rare for an old expired domain to have existing penalties. That being said, you can easily get the old penalties taken away by filing a reconsideration request to Google webmaster tools. They have no problem with eliminating penalties for NEW website owners.

But that's a bridge that you probably won't have to cross. And if you do, it's really no big deal. Google is stubborn with many things, but they are reasonable in this situation.
