Are those get paid to shrink urls backlinks?

i have noticed many adfoc.us, adfly and other websites where you shrink and post a url and get paid..but will these links then add link juice to the adfoc.us adfly website?
Isnt this bascially buying backlinks aswell as selling spammy advertising?
I bet i wouldnt get away with it if i started setting up me buisness website like this its like some people are just lucky and get away with things
