Nofollow or Dofollow inside post?

Is it best practice to add nofollow attribute to every external links? I've done small experiment and tested famous and reputed websites.
1. In Wpbeginner (PR 7) - There is nofollow attribute to almost every external link except very few links, even wordpress.org credit link is nofollow.
2. In WordPress.org (PR 9) - Almost all external links are nofollow.
3. In Wikipedia (PR 9) - All external links are nofollow.
4. In Yoast.com (PR 6) - He's adding nofollow only to very few links, most links inside post are dofollow.
5. In Matt Cutts: Gadgets, Google, and SEO (PR 6) - Very few links (just one or two) like feed links having nofollow attribute.
6. In Labnol.org (PR 6) - Almost all links are dofollow.
So I'm confused which strategy is best? So should we care about "Leaking PageRank"? If we don't add nofollow attribute then will it lower our site PageRank?
