Trying to improve our #5 ranking on search engines.

We are currently #5 on Google for our two primary keywords, we also rank well for all our site keywords.
But something bugs me, there is a site at #2 which whilst a good information site does not really compete with us...though we carry a painfully large amount of high quality,original information ourselves.
I have looked at his site as carefully as I can, with the intermediate amount of knowledge that I have.
There are two things that stand out.
The keyword density on his home page is 4%.
Mine is about 1.4%
He runs one of the only forums for our niche market...and its a good forum, though somewhat sparsely populated.
So my questions are, is a keyword density of 4% not a little on the large side?
Could that make such a difference with Google?
What about the forum? Could that make a difference to how Google sees his page?
Any hints on how to creep up our rankings gratefully received.
