Yeah, It's possible that the quality of content of your home page is might be not a high quality and also its depends on backlinks that you get for your home page or inner page. Page rank is also depends on popularity of web page.

Pagerank is a measure of the QUALITY of incoming backlinks, not the QUANTITY.

And you are running an SEO company, but you do not understand basics of Pagerank? That's embarrassing.

I agree with you, but I guess both Quality and quantity matters on deciding PR, however, the priority for Quality is higher compare to quantity.

Anyhow, I had recently worked with a client's website where we got PR2 for one inner page and PR0 for home page, so far we do not see any changes on traffic or ranks due to this (As it is clear that there is NO DIRECT link between PR & SERP)

The most probable reason here is that your inner pages have quality backlinks as compared to your homepage. Or maybe it's a case of having inner pages with more quality content.

Your pages PR is determined by the PR of the links that your page is receiving

The higher PR the page that links to you has, the higher your pages PR will be

Yes its all about quality of links and content. Your site's inner page might be of high quality content and more links as compare to the home page. You need to update content and build quality links for your home page also.
