Microsoft Adcenter - lots of KW needed?

How many keywords do you use on an Adcenter campaign? With Google Adwords, I used two, and got thousands of impressions. At Adwords, for more popular KW, I am using 7 and hardly getting any impressions. They say I need 20 keywords before my ads serve properly!
The ads are not even showing on the 4th or 5th page despite for the SERPs for a KW, despite a decent bid and budget. Adcenter says I need more KW. My mathematical brain doesnt understand why this is so! Why should ad serving for "dog training" for example, be affected by having lots of other KW in your ad campaign?
Any experience here please?
