SEO specialist keeps clients confidential?

Among other questions, I'm asking a few potential SEO specialists for referrals of clients who they have been working with for over a year, and also clients who they have ranked good keywords for.

Two of them got back to me with a few websites and keywords they rank for, but no client contact info yet that I can use to confirm.

One, the only American, with higher monthly rates, wouldn't give out that info and explained it's confidential.

Is this information that SEO specialists should not give out? I haven't hired an SEO specialist before, so I don't know if the confidentiality agreement covers this or if it's typical that they can't convince a couple clients to be references.

    In fairness, passing on client information without the permission of that client is not cool.

    It depends on the situation, but the SEO should be able to get contact info of a few clients that do not mind talking to someone as a reference.

    Now there are some cases where it is confidential. For example, I have a couple of marketing agencies that outsource their SEO work to me. They asked me to sign a non-disclosure agreement for those. Basically, I do all the work, they get all the credit. I could not share those clients legally if I wanted to.

    Any decent SEO should be able to provide you with at least 2 references though.

      If they have more than a couple of clients, they can convince one or two to allow disclosure.

      Don't the sites they gave you have contact info?

      By the way, if they give you a site but no client info, what are they telling you:
      I'm lying about something?
      I don't have clients but I rank random people's webpages?
      I'm stoopid, I did not realize you could call the number on the site?
