Traffic Generation from Links as a Potential Penguin Issue

Thinking about Cutts' remark of a new Penguin update including more algo factors, and if the goal is to eliminate web spam techniques, traffic generated by a link could be an issue.

If a link creates no traffic is it really a vote for a site? What is the point of the link?

Google has several ways to evaluate whether anyone clicks a link:

- Chrome

- Analytics

- Search rankings (if Google has already buried a page in its rankings, due to Panda or whatever, Google has a good idea outgoing links on that page are not being clicked on).

- Clicks on search ranking pages

Maybe traffic generation is already one of Google's factors, although I have not seen it discussed. It would make sense if it was a factor. It could also have a "jarring" effect on webmasters whose SEO consists of self-created links, blog networks, etc., where the only purpose is to have a link and not to generate referring traffic.
