Yelps wont index? Help!

I have a client with several thousand websites (local niche)
There websites rank #1 for there local terms
I can get the facebook pages and youtube videos normally ranked 2 and 3
Because these are mobile type companies there is no address to use.
So this takes out google places, google+ maps, yellow pages, super pages, yahoo local maps
So what I did was make a template and list several yelps ads for the local niche.
They are all still there, none of them went into spam, but I can't get any of them indexed. None of them have reviews on them. I've ran blog comments with the city/generic keyword as an anchor. I did about 3k blog comments. They still aren't getting indexed. I've briefly ran 2 of the yelp ads in addmefast and youlikehits for traffic to see if that would do anything. Still not indexed.
Do these needs reviews to get indexed or what?
