RSS feed traffic technique, will this work?

I know a phpBB forum that has private content. What I mean by that, is that you have to signup or login before you can see the content.
The result is that the rankings in Google of this forum are quite weak.
What if I buy a domain, put phpBB on it and use a phpBB RSS feed mod to put the content of the forum on it.
Will that get me rankings and traffic, because I am the only one who openly puts the content online? Or will Google not support this and give me a penalty?
