When does Google Update its link count?

I have some dofollow links on some pages all over the internet. Their pages have been "re"cached by Google i.e. Google has spidered and cached the page since my link was added. But when I look up the links I have pointing to my site within my Google Webmaster account the links do not show up. Would there be a reason Google will not count a link as a "link" for one reason or another reason. This is not SPAM links either.

Example dofollow link - see the anchor text "Internet Marketing Resources": SEO Resources on HubPages

Google link search - Remember this is the link search that Google has within their Webmaster Tools in my Google Account: link:blackbookproject.net - Google Search

Don't count on G giving you any accurate link counts. Their numbers have been unreliable for quite some time. Besides, they're hip to the SEO game. Yahoo! is more reliable for link counts.

    Best!

Google updates their link count only with their PR update, I really suggest using the Yahoo Link explorer tool or going in for the SEOmoz Paid tools.
