Affordable Blacklinking Services - Any Advice or Recommendations?

Hey guys,
Just wondering if you could help me. I'm at the stage now whereby it is simply not cost affective for me to personally do backlinking for my own websites.
I do however, believe that pro-active banklinking is a vital part of keyword ranking, and so it needs to be done.
I was wondering if anyone has any advice or recommendation they can offer for this scenario?
In terms of rates - Of the solutions being offered, what are their going rates?

- The banklinking process does not need to be too involved as they are for low competition keywords. As long as they are being done, I'm happy.
- I don't have the time to train virtual assistants, although I do believe VAs might be the most cost affective solution.
- The solution needs to be cost affective as it is for a long term strategy.
In terms of rates - Of the solutions being offered, what are their going rates?
