Local SEO: Categories & Pages??

Looking to create a lead generation website for my state and then expand it to other states. For wordpress I am confused with the categories and pages and duplicate content. Can I or should i set up a page for each state and then use the categories for the cities within each state? Then link the post back to the pages?

    You can use categories and posts. Set it up as each state being a category, and then each city being a post inside the respective category..

      So if I put my post in two categories, would that be considered duplicate content? What I want to do is have a page for each state. Arizona for example and then put each post in a "city" category. Would that work?
