Should I remove bad backlinks?

I have a few websites hit by pengiun. I am planing to do the following things:
- change the anchors of inbound links, where it is possible
- change the anchor of onsite links
- add more and costumer friendly text to my websites

BUT:
I cannot delete bad ( unnatutal ) backlins.

What should I do in this case:
- obtaining more inbound links with good anchor diversity to dilute a bad links
Wont I cause more penalty or problem with doing that? ( more irrelevant inbound links)
If I have an inbound link deleted, the Google could not think that this link was a paid link because it doesn't exist more?

Anybody has a good experiences of recovering penguin with similar steps?

    In my case,
    I tried to remove them, and I made it a lot.
    Not all of them, of course.
    I was waiting for Penguin next update, when I got a message from WMT regarding to unnatural links.

    I sent them the reconsideration they asked me.
    But They didnt reconsider my site.
    ( tough I removed tons of backlinks, WMT still shows them - strange)
    Now I saw a slightly improving in number of clicks.

    I am very lost
    I am waiting now for disavow tool
    Who knows what can happen? :confused:

      I have not got any warning letter from google. I have got app. 300 backlink.

        My approach is to start removing Google.

        Getting far too much power over peoples businesses imo. The strategies should be to move onto things that will get you making money independent of trying to manipulate or second guess Google.

    I think backlinks is always a backlinks whether it is good links or bad. Still they are helpful.

      I cannot agree with you because a back-link from a bad neighborhood can cause search engine penalty so everyone should take care of it.

      I used alexa.com to check the backlinks of my sites. On the SITE INFO tab, put your website url and hit enter. It will show your site's details including the backlinks. Click on SITES LINKING IN and you will have the urls where you can see the backlinks of your domain.

    I think if you can't remove the bad backlinks first find out the actual amount of the bad backlinks and then build natural backlinks more than the amount of the bad backlinks to even the score.

    In case where you cannot remove your unnatural links you can report it to Google in Google webmaster forum Google Groups.

    In a few situations, we have heard about directories or blog networks that won't take links down. If a website tries to charge you to put links up and to take links down, feel free to let us know about that, either in your reconsideration request or by mentioning it on our webmaster forum or in a separate spam report. We have taken action on several such sites, because they often turn out to be doing link spamming themselves.

      I can have anchors changed in some directories.
      Would it be better to change anchors instead of deleting this links?

      No! I don't think the OP should do it. He hasn't got a warning in GWT. So, why tell on your own links when there is no sign that they are hurting your site? Why shoot yourself in the foot?

          So they say. We've changed our anchor text policy, so to speak, and are now making them diverse: some "raw" links, some here/click here anchor texts, some branded ones, and some keyword ones (but tend to prefer longer-tail keywords).

      Unless you have few backlinks showing in WMT - I think you can recover.
      Back in my case - Some links have been removed for more than 2 months. WMT still shows them.

    If the new inbound links are quality and relevant, there won't be any problem and it can only help you get out of your current bad situation.

    If it possible for you to delete the bad links, do so.

      What is a bad links?
      If there is a directory site, and I have there a page with similar content of my site and there is a link to my site. Could it be such a link a "bad" link?

    I've never removed bad links myself as I tend let my sites just expand on their own. There is sites where you can check your backlinks.

    Google does frown on bad backlinks.

    I doubt that you'll be able to remove them, since you have no control over the sites that are linked to yours. Remove them would be a very painful task, because you would have to contact every site individually where your links are and have them removed. As far as your ranking is concerned, you would have to wait until Google updates its algorithm.

      I 100% agree with you
      It doesnt make sense
      BUT the "penalty" happened to some of us - So, we got to do something

      If you do bad backlink to your competition, may not happen anything to their rankings. SO it does not make sense. Penguin doesnt make sense.
      There are plenty os sites that should have been penalized. And they havent.

    Step 1: Remove as many bad links as you can.

    Step 2: Identify the good links. These are the links you'd be proud showing to Google.

    Step 3: Build new links to the top links that "you've earned". Pass the good links through social channels first then build new links as you normally would to the 2nd tier properties.

    Step 4: Be selective (if you can) about new links pointing direct to site. You can always play it safe with social profiles. Checking out this list would be a good place to start. Social Media Networks Currently Tracked By KnowEm

    Step 5: Repeat the process of purging the dead weight and inflating the value of your "trophy links". Also, build new links direct-to-site + new pages internally in proportion and relative to your competition.
