Matt Cutts said the latest refresh is about SPAM Links directed at Google.

Speaking yesterday at the SES San Francisco conference, the head of Google’s spam fighting team Matt Cutts talked about how Google is still adjusting the Penguin Update algorithm that’s designed to penalize sites that spam Google.

    Hi,
    I'm guessing but I think in Matt Cutts' world, any site that uses black or grey hat SEO tactics is "spamming" Google?

    I don't think anyone would waste any time pointing spam links at Google. It'd be like peeing into a hurricane wouldn't it
