how to do seo for portugal site

I have a project in which client want to work on Portuguese people , it's an art website with over 20k links, Google pr 3 and domain age more than 8 years. client want me to work in Portuguese language rather this site which I am talking about is in English language. There are around hundreds of keyword for this project not to mention no specific but anything which relates to art. the target audience comes in 40-70 years as it's only for art lover and an adult can understand art better than a teenage guy.
Now the question what things I should do to impress my client so he gave me project for long time.
I am thinking of doing blogs, forums, article submission and link wheel.
any advice from you guys is always a big help for me.

    If you want to get ranking just in Portugal's market then you should submit your website in local listing and concentrate on some local forums as well as blogs hope you will get good results.
