SEO Keyword Targeting Question

Hey Guys, just a quick question about targeting local keywords.

Let's say you're targeting different cities in one state like
Albany, Amsterdam, and Fulton, which are all in NY, and your keyword is
divorce.

Is it better to create different pages for each city like "/albany/divorce.htm"
"/amsterdam/divorce.htm", /fulton/divorce.htm

or will the different pages just confuse the search engines on which page
to rank??

All of the of course will have completely unique content.

    I personally target 3 keywords per page.

      But won't the pages compete with each other? Like if you have
      /albany/divorce.htm" "/amsterdam/divorce.htm", /fulton/divorce.htm

      All pages are about divorce and in the same state, just different countys?

    Yeah they will but if you want to do local targeting then these pages will help a lot. For ex: Divorce Albany or Divorce Amsterdam.

    Why don't you target Divorce word on the index page where all these pages are present?

    Mysite.com/divorce/new-york/albany would be the correct format for each city.

    Vary each catagory even further mysite.com/divorce/new-york/albany/picking-a-good-lawyer-in-albany vs. mysite.com/divorce/new-york/fulton/laws-for-divorce-in-fulton-new-york..

    Gives you the option to expnd it even further for other sections, ie: ysite.com/lawyers/new-york/albany/top-ten-lawyers-in-albany

    Have the hompage going after the state.
    Have the inner pages and catagories going after the cities.

    you should create pages according to cities to reduce confusion, as if you are targeting multiple cities then it could be hard for you to target too many keywords from a same page.
