So here is my questions to others in the industry of SEO and Link Building. Since Panda and Penguin, which do you believe is better for long term and better for suvivability for SEO and Link Building Campaigns.

So here is my questions to others in the industry of SEO and Link Building. Since Panda and Penguin, which do you believe is better for long term and better for suvivability for SEO and Link Building Campaigns.
Plan A - Massive Link Building (Say 200 - 300 links/month) of mixed link building. This would involves taking 1 - 2 articles, spinning them and then placing them on a bunch of Article Directories, Web 2.0 Articles, Wikis, etc. So basically just taking one or two articles and spinning them and placing them all over, so you end up with a bunch of spun content all over the web, using different anchors and different URL's, however, the content is spun and not unique.Now, this is just a thought and research as we are working on a couple new SEO campaigns, and trying to figure out would you rather have the 'QUALITY" or the 'QUANTITY" link building built into your SEO campaign.
Plan B - High Quality Link Building (Say 15 - 20 Links/month) of 100% Unique Content. We would get 15 - 20 100% Unique Content articles and place them on a couple HQ Directories, Web 2.0 places, or Guest Blog Post. You won't be getting nearly as many links this way, but you will be getting 100% unique and targeted links each and every month, and will all be from say PR1+ sites.
