Bing Slapped?

Hi everyone, I created a Microsoft AdCenter PPC account (Bing & Yahoo) a couple weeks ago and have since then created several campaigns but I get almost no traffic. Just a couple clicks every few days (if any).
I've even tried switching from long tail keywords to high traffic core keywords with high bids just to see if that's the problem but still no traffic.
Could I have gotten slapped? Maybe they don't like my landing pages? Anybody know how to get "un-slapped"?
Any advice is greatly appreciated!
