Local SEO - Google Slap - Building a 2nd Site

This is a pretty broad question. But I think it will benefit a lot of members in general. As the SEO space for clients that have been Google slapped is growing. I in fact think an entire SEO speciality business could run off this. (And someone should design a private tool to locate sites that have been slapped).

So here is the context. New client. Got slapped - I called them after noticing their absence in the SERPS.

My first 'Post-Slap' client ... need some advice.

Actions thus far:

1) Total anal backlink check done - removing 500 linking domains - out of about 1000. Big job. Getting on with it - outsourced link removal. Reconsideration request to go in on completion with strong documentation. Should pass in a few months.

2) Spending big on PPC for 3 months ... don't need him firing his staff along with his old SEO - he was justified in firing them but his staff have families to feed.

Client already has/ had about 10 supporting sites. (All links now removed). Owns about 100 keyword rich domains in the niche. (Mostly local variants).

He wants a totally new site (content wise) as 'insurance' in case his old slapped domain does not get reinstated. And while it is a pain the arse to build it for him I'm going to do it partly out of curiosity, partly as he told me to, and partly as I'm curious about the niche and this is good homework for it and for what to build in to his 1st money site if/ when the slap is removed.

Here's the question set:

1) Of the 10 supporting sites 1 is a precise match keyword domain with a history of zip traffic, 100 domain links pointing to it (mostly crap links) and a history of linking to his core now slapped domain. Pr3. Tempted to build right on top of it. Wrong? (I can choose from another 100 domains that have zero history - the niche isn't that competitive - would be a 6 month project starting from scratch to rank well in the niche I'd say).

2) When I build the new site (this is the first time I have ever run a 2nd 'money' site for an SME local client) are there going to be any issues with:

a) branding it up as him - phone number/ address etc
b) what Google login for analytics/ webmaster tools - what ID should I be running
c) we are going to run unique content on it - no problem there
d) just in general ... site 1 is slapped ... is it obvious to google that site 2 is the same company ... are there convergence issues that will mean site 2 gets the same treatment somehow?
e) Anyone know what Google's policy on this is ... I mean hell what do they expect a company with a site slapped out of the SERPS to do in fact if not start afresh?

I know this is a kettle of fish so thanks for your patience. And I have read quite a lot in search on this - every white hat out there says don't bother with 'multi-site strategy' ad nauseum on the topic. BUT there are going to be some sites that are gone to the wilderness for ever re their Google Slap, (or just too much work to clean their backlink profile for the really warped situations) and this whole question really addresses what to do in such a situation.
