I mean, the taxonomy of that page on my blog would be

category: europe
and the final part of the permalink: beach-europe-bike

Is the double occurrence of the word "europe" in the category AND in the rest of the permalink a bad thing?

Is it better to rewrite the permalink as "beach-bike"?

    There is absolutely nothing wrong with that permalink. For the most part, if you try and make things as natural as possible without adjusting for the search engines, you will avoid search engine penalties. Although only Google will know what's right and wrong, it would be silly for them to deliver an overoptimization penalty in this case. And even then, you would be penalized for the keyword "europe," which I highly doubt you're targeting anyways.
