Site is not being indexed

I am asking this question for the second time in this forum. First, all Warriors suggested me to wait for sometime to get my site indexed by Google but I waited for 1 month and 13 days after submission of my website's sitemap to Google, but it is not being indexed. What I did with my site before, is:
It was indexed but then I changed topic of my website and rebuilt it. I deleted all indexed pages from Google Webmaster Tools. My domain disappeared from Google search results. Then I resubmitted sitemap of my site after rebuilding it and waited for getting it indexed, but Google didn't. I waited for a month and then asked Google for reconsideration. I got a reply after a few days that there is no any issue with it. But why my website is not being indexed? Please help... I really need your help. Here I would like to mention that sub-domains on my website get indexed but the main domain doesn't.. Please help.

Did you use the Removal Tool?

Content removed using the URL removal tool will not appear in search results for a minimum of 90 days or until the removal request is canceled, whichever happens first

  Yes I used Removal Tool to remove indexed URLs. But now when I go to re-include the removed URLs, I couldn't find any record there. Everything has been deleted. I've pinged my website also. Yahoo and Bing have indexed it but I'll wait for Google to index it in 90 days... If the issue still persists, I'll get a new domain for my website. I have 16 backlinks to my website currently (according to Alexa) and will try to get some more links to it.
  
  Just update your website with quality content. The rest will be taken care. If you gain traffic with proper content, the benefit will be assured to you by the search engines.
  
  I have put enough content on my website. I am sure that there is no need to update it for being indexed.

Normally I can get a site indexed within minutes of launching it, clearly you've done something wrong with the original site.

I would get another new URL and just move your new content to it and launch it.

  Have you built any backlinks to the site? try posting some links on twitter, facebook etc.
  
  I have heard that sending a email with a gmail account can get it indexed?? not to sure on that tho.
  
  Go to pingomatic and ping your pages.
