Need help...Whats best for SEO???

I have a client who has several different agencies/divisions within their company. These agencies/divisions also serve several different counties and communities in one state. So localization is very important to their overall web presence.

From an SEO standpoint what is the best structure for their website/blog??

I am tossing around different ideas and I am honestly confused on the best route to take

Do I build pages for each agency as well as the locations that each agency serves.... and if so will duplicate content come in to play? If I go this route would i then have just one Blog for the entire company and just localize the posts for the different agencies and locations....Or do I

Create sub directories for each agency and the locations served? Which would still leave me with one Blog and localized posts.... Or do I

Create a site for each of the agencies under individual domains to where each agency would have its own blog? This idea makes sense to me but managing 24 different sites sound like a nightmare to me

If anyone has some help please feel free to chime in! I am sure Im not even thinking on the right track... Thanks in advance!

    This may give you duplicate issues later for search engine optimization. so NOT recommended, as Google these days look for UNIQUE in content, title and meta description.

    This is recommended, as this may not do harm in SEO view.

    It may create you issues with BRANDING (Online presence) your client's business...... each websites may be considered as individual companies... This is NOT recommended

    It would definitely be easier and cheaper to go the sub-directory route ... each site can have similar but unique content by spinning the articles. I am not sure if you have heard of Webfire, but they offer a range of services like spinning, SEO optimization, that can help you make each one unique
