haha, yea its far to easy to say how do get PR rank - lots of factors including hard SEO work and time I suppose to let your site, content, links and such mature and get noticed as not everything you do will get noticed from google.

Just start building backlinks from several different sources, make it as diverse as possible, and whatever happens (for example your site disappears from the top 1000), don't stop, being consistent is the key, it'll come back much stronger, though it can take several months depending on the competition.
