    First check the source of your competitor backlinks and try to add backlinks to those sites. Second focus on web 2.0 sites with 100% unique content (No SPUN).. Third.. others will give you advice..

    My question is why you want to target a keyword which has high competition and low searches? Go for the keyword which has significant searches and less competition.

    Anyways, do strong onpage optimization. Optimize your site with that keyword without keyword stuffing.

    I would also suggest that look for all the competitors who are ranking for this keyword. Do their backlink analysis. Try to get link from the same sites. Also, go for Directory Submission, Blog Link Building (content and blogroll), Article Submission, Competition/Hub Based Link Building, Advanced Link Building, Quality Reciprocal Linkage, Social Bookmarking, Classified Posting, Press Releases, Forum Participation.

      Create high quality articles built around your main keywords. Post them on your site, distribute them to article directories, and send out press releases. Build relevant links and use proper anchor text that includes your targeted key phrases.

    Unless you have a huge budget for SEO, going for a high competition KW is not such a good idea. You'll need to have loads of quality High PR links. If you like the niche, go for several long tail KWs.
