Does Google treats URLS with different arguments as different pages?

On my wordpress site, I use a plugin that can sort the posts by rating rather than date posted. To use this function, you just append
Code:
?r_sortby=highest_rated&r_orderby=desc
to the end of the URL.

My question is: does google treat
Code:
poodletraining.com/poodles/?r_sortby=highest_rated&r_orderby=desc
as a different page than
Code:
poodletraining.com/poodles/
, or are they treated as the same page?

I don't want to split my link building between two pages that will split link juice in G's eyes, but I would like to use the different links in different places on my sites.
