If you are running your ads on the search network, then your ads will start showing with in the hour.

However, if you are running your campaign on the content only network, then your ads will take up to 5 days before they are shown.

i have never experienced any significant delay in either search or content network.

maybe it depends on the niche and/or competition...?

it can take 1-3 hours for the data in your AdWords account to update - but if i run the report that shows the timing throughout the day, it generally shows that impressions rise almost immediately. plus, i have often changed a campaign late in the evening and managed to see the results of that change kick in before midnight.

i don't often use content network, though, so'd i'd love to hear what other people have found.

also is there a longer delay for a new account or new campaign versus adding keywords to an existing one?

On a new account, it may take a couple of business days for it to be approved for the Search Network.
