How to Start Over With a New Domain

I've got a few questions about starting over.

1. How do you completely remove the content/delete your website?

2. How long do you have to wait to add the content from the deleted website to the new website?

3. Do you need to move hosts/get a new account just to be on the safe side?

4. Can you keep the domain that was affected, or do you need to purchase a new one?

    Cheers. Wasn't planning to just yet, but I want to move 1 site tomorrow, as it's currently only ranking on Yahoo and Bing, and not on Google. The content could also be better.

    Apart from deleting the files on FTP, do I also need to file a removal request with Google? Or will the posts be deindexed automatically?

    I believe that posts rank, and not sites. So I take it that I don't need to do anything else, even if I use the same domain?

    Don't rush into anything as Google is still fine tuning their algos. Sites that tank are suddenly back in good graces without many changes. Unless Google has specifically send you a message indicating that your site has been punished then don't panic. If you have received the dreaded letter than save the content and re-use it after de-optimizing it.
