So i have ideas for two blogs. One is targeted for Indian Traffic and the other for all over the world traffic

The former is only targeted completely for Indian Traffic but according to Keyword tool in broad keyword search, it shows the keyword i had in my mind for the first site has 10 times more searches than the keyword of the second

They are actually like authority sites. Consisting of many pages targeted for low search keywords. But there are many keywords. SO which one shall i choose, as you know indian traffic has very less CPC and CTR

If you can't go with the two blog ideas and develop them in parallel than if you got data like traffic and CPC try to make some revenue estimations and go on from there.

This question is a bit too general, you may need to provide more details.

If it is a choice, then you need to choose the one you think will bring your the most value and profits. For example if the Indian niche is driven to something like international business investment in India, then the traffic will likely be of higher value than a globally based site on buttons.

But you also have to counter weigh this against how difficult it will be to get targeted traffic to each site.

It comes down to a bit of a judgement call. But try and choose the site that will give you the best return for your efforts (you'll need to consider market size, market value, level of competiton, investment needed, your expertise in each area, search volume for your keywords)

Also I would always use exact match, never broad match

Then you should post this in that sub-forum here:

Adsense / PPC / SEO Discussion Forum

You should also give more detail. What in the heck is "Indian Traffic?". What market or niche are you in? Etc.......

It is not wise to choose highly competitive keywords. Choose those keywords which is less competitive. But you need to make sure that the content you are going to input should be genuine, fresh and real. That would generate more traffic than you realize. Yes, you are right. You need to consider wisely other factors as well.

If you want to sell something then us traffic will convert 100 times better than Indian traffic. And I am not exaggerating a bit. Very few websites can convert indian traffic at even 1/10th of the us avg conversion rate. And they are flipkart and amazon.

So 10 times the traffic will still mean less than 1/10th the total sales.

If you only want Adsense or something where they don't need to shell out any money, then the Indian website may be okay assuming same ppc.
