Multi-countries SEO question

I got this main page ranking as following:

Google.com = 5th
Google.ca = 19th
Google.co.uk = 24th
Google.co.au = 21th

1) How can I improve ranking from other countries ? Can having a page dedicated to the service im offering but for each countries help my overall seo in those countries ?

2)Is google.com dedicated to USA, as google.ca is for Canada, or Google.com results are depending on where you are located ? / Business is located ?

    Whether or not local sites get a boost in local Google rankings tends to depend on the type of search being done, if its a search that will benefit from having local results, your local competitors will likely have an advantage, for example if a user searches for "seo companies" you are going to find it very difficult to compete with SEO firms in their area.

    I think if you have this type of Problem then you should do link building on Particular country's domain.
    for example you want to make yourself On Google.in then promote yourself on sites of India.

      Yes your location does affect the search results. I think you should submit to country specific domain websites like .ca, .com.au, .co.uk.
