Tricky question on SEO

I have a custom made site. This is basically a forum / discussions site and is pulling in traffic from the individual discussions. What I am wondering however is, how do I try to rank each discussion category for their own titles.
As you can see on the left of the page, there is a list of the categories. Take the relationships one. I want this to pull in traffic for the term "Relationship advice" or something similar.
My options seem to be;
1. Make a new post with the keyword as the title and keywords in the body of the post. This post will however fall down the forum as the forum gets more posts made. If I build links to this post would this cause any issues?
2. Make a new static page on the site for each category. This options seems a little messy though as I would need to link each category from the footer of the page or something?
Any ideas will be MUCH appreciated.
