Help! Best ways for SEO to an UGLY subdomain

I've got a friend who is an Usborne Books Organiser, and has a basic website which she pays £50 or so a year for - this isn't hers, but a similar one...

She wants to recruit other organisers, so she can become a team leader, and they have to visit this site to download the personalised paperwork.

Is her best bet to...

1 - promote the long ugly URL above
2 - get a keyword rich domain and divert it to the ugly URL
3 - build a WP site on a keyword rich domain with lots of lovely unique content, promote that and then link to the ugly URL for the important bits?

My thoughts are for no.3, and I can do that for her, but I'm a bit out of touch with the latest methods of SEO since the last Google update! Been so busy with Kindle...

And most importantly, are the old favourite methods of Fiverr gig SeNukes, link pyramids and hand built .gov & .edu links still the way forward on a budget?

I'm tempted to suggest Caesar SEO or similar when her funds allow?
