Landing Page - One per each city??

I have two questions. One, is it better for ranking to set up a landing page to link all of your blog posts to or just use posts? Two, if your targeting multiple cities, do you have to have a landing page per each city or just one main page per each category. Ex. My site targets water damage, mold removal and fire damage. Would I set up three main landing pages to link my posts to or would I have specific city pages within all three of those categories? So water damage city 1, water damage city 2 etc.
