Lowering CPC on BingAds

Just wanted to ask some of the experts on here, how do I go by lowering the CPC on BingAd campaigns? I'm advertising in a niche that has very little competition but I'm still paying an average of .30-.40 per click. I'm direct linking to the advertisers physical products but each ad group is specifically targeting each product for quality score purposes. And I've also added close to 200 negative keywords throughout the campaign.
So, how do I go by lowering the CPC? By increasing the amount I'm willing to pay per click? Etc?
