    Getting links from pages those are already ranking on 1st page, gives valuable link juice. It's really hard to convince someone to link your site because they're ranking higher and you're ranking nowhere. So best option is to publish your informative and original article on web 2.0 site, then do link building for it so that it could rank on initial pages of Google. Then it would automatically gives your quality link juice to your main website.
