Possible to use same content on separate domains that target different countries?

As the title suggests, is it possible to have 2 separate sites with a lot of the same content, but avoid duplicate content issues if they are targeting different countries?
For example, say I had a mens lifestyle blog.
menswebsite.com would primarily target the US.
If I wanted to target the UK so that certain things on the site could be more country specific, probably 80% of the .com site content would still be relavent to UK users. It's not like it's in a different language or anything.
So could I have menswebsite.co.uk and use 80% the exact same content as on the previous domain and then 20% unique to the UK? And not face duplicate content and ranking issues?
Men's health has separate websites.... menshealth.com and menshealth.co.uk (and all their other country specific domains) and it appears to be different content on each domain. I don't know for sure.
Is it possible to have an overlap of content when you're targeting different countries with separate sites?
Likewise, could the same thing be done with a subdomain... so uk.menswebsite.com has 80% the same content as menswebsite.com but targets the UK specifically in the serps whereas the .com targets the US?
